The Undergraduate Program of Special Education (UPSE) is one
of the undergraduate programs at Universitas Negeri Surabaya (Unesa). UPSE has
joined with Unesa since 1994 which the result of the transfer of functions from
School of Special Education Teacher (SGPLB) to IKIP Surabaya, based on Decree
of General Directorate of Higher Education, Ministry of Education and Culture
Number 162 / DIKTI / KEP / 1994 in June 20, 1994. IKIP Surabaya changed to
Universitas Negeri Surabaya (Unesa) based on the Decree of the President RI
number 93/1999 dated August 4, 1999. S1 PLB study program accredited A since
2016 by decision of BAN PT number 1936/SK/BAN-PT/Akred/S/IX/2016 and valid
until September 3, 2026 with number 10662/SK/ BAN-PT/Ak-PPJ/S/IX/2021.
Nationally, the qualifications of higher education graduates
are regulated in Presidential Regulation Number 8 of 2012 concerning the
Indonesian National Qualifications Framework (KKNI) which states in detail
related to the quality of Indonesian human resources with the qualification
ladder based on abilities formulated in learning outcomes. UPSE implements KKNI
to prepare teachers for SEN students and entrepreneurs with a bachelor in
education degree in Indonesia to take a minimum of 144 credits which is
equivalent to 228.96 ECTS and distributed in 8 semesters. Lectures at UPSE are
taught by lecturers who have qualifications and competencies in the field of
special education. Courses at UPSE are grouped into specificities for the
blind, deaf, mentally retarded, physically handicapped, IMR, autistic spectrum,
and general science-social humanities. Lecturers teaching specific and general
courses have competence as educators in higher education professionally
indicated by positions as professors, associate professors, lecturers, and
certificates of expertise.
In accordance with the mandate in the Law of the Republic of
Indonesia Number 20 of 2003 concerning the National Education System, Law of
the Republic of Indonesia Number 12 of 2012 concerning Higher Education,
Government Regulation of the Republic of Indonesia Number 8 of 2012 concerning
the Indonesian National Qualifications Framework, the PLB FIP Undergraduate Study
Program Unesa began developing the OBE-based KKNI curriculum since 2016. The
development of the PLB S1 Study Program curriculum was based on the results of
a survey of alumni and users, as well as curriculum analysis. The results of
the 2016 graduate alumni survey, it was found that the profile of S1 PLB FIP
Unesa graduates who worked as teachers for SEN students was 90%, entrepreneurs
were 3.33%, and continued master studies at 6.67%. The survey of alumni users
is also focused on the competencies needed by the world of work in the field of
special education, namely being independent graduates who will open up business
opportunities as social entrepreneurs.
Curriculum analysis is carried out by assessing the learning
outcomes of graduates which in general can increase the GPA of graduates, the
success of alumni in their careers, and the short waiting time of graduates.
Based on the results of the survey and curriculum analysis, a future curriculum
is prepared to accommodate market needs in the field of special education and
business opportunities.
